Former South County Outreach CEO Lara Fisher shared, “Frank had a remarkable gift for building connections and fostering a sense of community with genuine warmth and purpose. His strategic mind and caring heart helped drive our programs forward, while his gentle guidance supported our staff through every challenge and change. Frank’s infectious laugh could brighten the darkest day, and his kindness knew no bounds.
